The Election Commission of India (ECI) has removed the additional Special Intensive Revision (SIR)-related declaration from the online voter enrolment Form 6 in states and Union Territories where the electoral-roll revision process has been completed.
The change took effect on the ECINET app and portal, as well as on the respective Chief Electoral Officer websites, late on 29 September 2026. Applicants seeking fresh enrolment in these states will now fill only the statutory Form 6 prescribed under the Registration of Electors Rules, 1960.
During the Special Intensive Revision exercise, an extra declaration was added to the online Form 6 (inserted between Sections J and K). New applicants were required to state whether they, their parents, or grandparents appeared in an earlier intensive revision electoral roll (often linked to the 2002–03 period) and to provide details such as EPIC number, state, district, assembly constituency, part number, and serial number where applicable.
The ECI maintained that Form 6 itself was never legally amended and that the declaration was only an additional SIR-specific requirement. It also stated that the declaration had been upheld by the Supreme Court in the context of the Bihar SIR.
The removal follows a full Commission meeting on 26 September 2026 attended by Chief Election Commissioner Gyanesh Kumar and Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi. After the meeting, the ECI clarified that the additional declaration attached to Form 6 was meant specifically for the SIR period and that “for non-SIR period, the Forms applicable as per Rules (the Registration of Electors Rules, 1960) will be used.”
States/UTs where SIR has concluded: Only the standard statutory Form 6 is required. No additional parental/grandparental linkage declaration.
States/UTs where SIR is still underway: The additional SIR declaration remains available on the ECINET portal and must still be filled.
Reports indicate the SIR exercise has been completed in around 20 states and Union Territories (including Bihar and West Bengal in earlier phases), while it continues in approximately 13 others.
First-time voters, young citizens turning 18, and others whose names were left out can now apply more simply in non-SIR states by submitting only the regular Form 6 through the ECINET app, portal, or offline at voter centres. No historical family mapping to previous SIR rolls is needed outside active revision areas.
The ECI has emphasised that the statutory format of Form 6 remains unchanged and that the extra declaration was never a permanent alteration to the form.
This development streamlines the enrolment process for new voters in states that have completed the intensive revision while keeping the enhanced verification measures active only where SIR is ongoing.
