Census 2027: Centre Expands Eligibility for Enumerator Roles

The Union government has widened the eligibility criteria for appointing enumerators for Census 2027, allowing private school teachers and employees of various institutions to participate in the nationwide population exercise.

The Ministry of Home Affairs notified amendments to the Census Rules, 1990, on October 16, 2026, expanding the categories of people who can be assigned enumeration duties. The move is intended to broaden the workforce available for the large-scale data collection exercise.

Private School Teachers Included

Under the revised rules, teachers from government, local authority, aided and unaided private educational institutions can be appointed as census enumerators. Teachers working in institutions run by societies and trusts are also eligible.

The amendment expands the pool beyond the government school teachers and public officials who have traditionally handled much of the enumeration work.

Employees of Banks and Other Institutions Eligible

The revised rules also permit clerks and other officials working for central and state governments, local authorities, public sector undertakings, statutory bodies, banks, companies, institutions, societies and trusts to take up enumerator duties.

State governments and Union Territory administrations can also appoint other individuals they consider suitable for the assignment.

Why the Government Expanded the Pool

The Census requires extensive manpower to collect household and population information across the country. Widening eligibility could help authorities address staffing requirements and carry out the exercise more efficiently.

The amendment follows legal challenges in some states over the deployment of private school teachers for census-related work. The revised rules formally include private educational institutions among the eligible categories.

Census 2027: What Lies Ahead

India’s upcoming Census is a major nationwide exercise involving household data collection and population enumeration. The government is preparing for a digital census, with enumerators expected to use digital tools to record information.

The expanded eligibility framework gives authorities greater flexibility in selecting personnel. Its implementation will depend on the arrangements made by the respective state governments and Union Territory administrations.
